URBAN GOVERNANCE

People who live in the Chattanooga region are affected by decisions made by municipal governments, county governments, state governments and the federal governments. CRC will examine how well different levels of government perform, how citizens rate their effectiveness and how different levels of government interact with one and other.

CRC and Urban Governance

The Alfred P. Sloan Foundation has awarded a $100,000 grant to the Community Research Council as part of Sloan’s program on Performance Assessment of Municipal Governments. CRC will lead a research team including Professors Stephanie Bellar and David Edwards of the University of Tennessee at Chattanooga and Professor John Thomas of Georgia State University to examine how citizens think about the measurement of the performance of City services in Chattanooga. Funding will also go toward development of citizen based performance measures where data is collected by City residents.

Projects in Development

CRC plans to publish an annual State of the Chattanooga Region Report (SOCCR) which will regularly track 60 different indicators in the community and compare conditions in Chattanooga with benchmark cities. SOCCR will also provide detailed information on the performance of government programs and agencies disaggregated demographically and geographically.

CRC is also seeking funding to publish annual guides to the State of Tennessee, Hamilton County and City of Chattanooga budgets.
